This report sets the foundation for the development of a common framework enabling the mass roll-out of energy cooperatives in the three countries which are particularly engaged under the EUKI CONGREGATE project – Bulgaria, the Czech Republic and Greece. It starts with a review of the current state of play regarding the EU legislation and its implementation at national level, analysing the existing good practices, identifying gaps and obstacles, and setting expectations for immediate improvements in each of the countries. Based on this, the technological potential for renewable energy production is outlined in relation to the emerging practices of energy cooperatives, employing different organisational and legal forms and adapted to various economic targets and conditions.
