The streamSAVE project officially launched its second round of Priority Actions as a continuation of its efforts to streamline energy savings calculations under Article 3 and 7 of the Energy Efficiency Directive.
A collaborative effort between 12 partners from 10 different countries, streamSAVE aims to streamline energy savings calculations under Article 3 and 7 of the Energy Efficiency Directive (EED). Coordinated by VITO/EnergyVille, a top European R&D innovation hub in the fields of sustainable energy and intelligent energy systems, this EU-funded project assists EU Member States in their efforts to deliver rapidly scalable savings and increase their chances of successfully meeting their energy efficiency targets. More specifically, the project engages public authorities, technology experts and market actors around specific technical actions with high savings potential, otherwise known as Priority Actions (PA), selected based on stakeholder needs.
The first set of Priority Actions treated during the first half of the project included building automation and control systems (BACS), electric vehicles, heat recovery, refrigeration systems, and lastly, lighting systems. For each PA, streamSAVE developed streamlined calculation methodologies to enable their adoption by Member States. More specifically, the project considered indicative calculation values per parameter based on EU-wide datasets, the reference consumption or baseline of the actions as well as correction factors for behavioural or regional effects. streamSAVE guided EU Member States through the methodologies and indicative values to enable them to improve their energy savings calculations, in parallel with the assessment of costs and CO2 savings. The project also fostered experience sharing among key stakeholders—including public authorities, technology experts and market actors—through the organisation of peer-to-peer dialogue groups to allow them to reflect on and validate the streamlined methodologies. Lastly, direct assistance in the form of one-to-one technical support was provided to address the individual needs of Member States and help them implement the streamlined energy savings calculations.
The second set of Priority Actions, decided based on existing gaps and further consultation of stakeholder needs, includes small-scale renewable central heating, energy efficiency actions to alleviate energy poverty, accelerated replacement of inefficient electric motors, behavioural changes resulting from feedback about energy use or tailored advice towards households, and modal shift for freight transport.
Over the next several months, the streamSAVE project will carry out the same analysis, engage stakeholders and establish working groups around each PA to enable EU Member States to deliver rapidly scalable savings and meet their energy efficiency targets.
